Socioeconomic Barriers In Accessing BPJS Employment Participation Among Street Vendors On Jalan Doktor Mansyur In Medan City
Abstract
This study analyses the social and economic barriers faced by Street Vendors on Jalan Doktor Mansyur, Medan City, in accessing the BPJS Employment program as Bukan Penerima Upah (BPU) participants. Although the program is designed to provide social protection to informal workers, the participation rate of street vendors remains low. In phenomenology, the explanation of the experience conveyed by the informant will be studied so that the researcher can understand the informant's life experience. The main data was obtained through interviews and observations of research informants, namely street vendors on Jalan Doktor Mansyur who have not been registered as BPJS Ketenagakerjaan participants. Secondary data is obtained based on the results of literature studies from various scientific journals. The research data were analyzed using data analysis techniques, namely data reduction, data presentation, and conclusion drawing. The results showed four main barriers: (1) Daily income instability that makes BPJS contributions perceived as an additional burden; (2) The low leffectiveness of socialization and the lack of formal information channels that reach the realities of street vendors' lives; (3) Low digital literacy and lack of trust in the effectiveness of the program due to negative narratives related to claims experiences; (4) Cultural dynamics and power structures within households, especially male dominance in technical decision-making. The findings recommend community-based socialization strategies, simple digital training, testimonials of success, and flexible contribution schemes to improve social protection inclusion for the informal sector.
